I am directed by the Marquess of Lansdowne to
You
acknowledge the receipt of your letter 7352 of the
7th instant, forwarding a despatch from the Governor
of HongKong with regard to the emigration from Hong- Kong to Panama, under contract, of Chinese Coolies to
be employed on the construction of the projected
Canal.
Lord Lansdowne concurs in Mr. Secretary Lyttel
I am however to
ton's proposal to reply that if the United States
of America agree with the Chinese Government as to
the emigration of coolies under contract His Ma-
jesty's Government have no objection to that emigra-
tion taking place from HongKong.
inform you that Sir H. Macartney, Councillor and
English Secretary of the Chinese Legation, has re-
cently intimated that the United States Government
have proposed the conclusion of a Convention with

Colonial Office.
